He served in Downers Grove City in America as CIO from 1994 to 2014. He is the part-time professor of Northern Illinois University (1997— now).

Direction of Research:

His researches are about U.S. local government management, information technology and government operations, academic research methodology and emergency management. He has published some papers and monographs.
